Line 21 (Norman Wells Pipeline)
Enbridge Pipelines (NW) Inc. (“Enbridge”) operates the Norman Wells Pipeline (Line 21), which carries crude oil 870 kilometres (540 miles) from Norman Wells, Northwest Territories to Zama City, Alberta, where it enters a third-party pipeline system and is sent on to Edmonton.
The 12-inch-diameter pipeline has a design capacity of 50,000 barrels per day and travels approximately 750 km (466 miles) through the Northwest Territories. Enbridge pipeline assets in the Northwest Territories include pump stations and related facilities at Norman Wells, Wrigley, and Mackenzie.
Line 21 has been in operation since 1985. Enbridge carries out operational and maintenance activities under a land use permit (LUP) from the Mackenzie Valley Land and Water Board (MVLWB).

Land use permit for off-right-of-way operations and maintenance of Line 21 (Norman Wells Pipeline)
In spring 2025, Enbridge plans to submit an application to the MVLWB to renew the land use permit (LUP) for off right-of-way activities for the operation and maintenance of Line 21 from Norman Wells, Northwest Territories to the Northwest Territories/Alberta border. Enbridge’s current LUP, MV2020P0006, was issued by the MVLWB in July 2020 and will expire July 22, 2025. LUP MV2020P006 is available on the MVLWB website and can be accessed via this link.
The terms and conditions of the LUP are limited to off right-of-way activities, but it is important for access and diligence in day-to-day operations and maintenance of Line 21. The LUP includes terms and conditions related to: use and maintenance of quarries, camps, fire guards, workspaces, accesses, shoo flies, an airstrip, and related facilities; use of equipment, vehicles, and machines; and use and storage of herbicides, fuel, and hazardous materials. It also requires compliance with approved waste management, spill contingency, and engagement plans. There will be no new land use areas or activities proposed in the LUP renewal application.
Enbridge started to engage interested parties late in 2023 and will be reaching out to set up in-person engagements with groups along Line 21 throughout 2024 and early 2025 to further discuss the LUP renewal application and any other matters of common interest. We look forward to seeing you soon.
